Job purpose

The Associate Director Operations Iraq will form a key part of the country management function in Iraq. The post will be required to deputize for the Operations Director in Central Iraq providing cross-departmental oversight and management of the operational portfolio in Baghdad, in addition to localized client relationship management for both project managed, and non-project managed, commercial commitments.

Additionally, the position will be charged with the supporting Iraq’s various SMEs in the areas of quality management, external audit and external policy compliance, whilst acting as an administrative focal point for the HRMS bid team on behalf of the Iraq business.

Whilst the position will be routinely based in Baghdad, there may be a requirement for the post-holder to work elsewhere in Iraq depending on the operational requirement, or indeed across the wider HRMS portfolio.

The post is envisaged to be a post-project management appointment and it is expected that the successful candidate will be able to make an immediate impact and contribute fully to the successful delivery of existing commercial commitments and the planning cycle of new business and project start-ups.

Tasks and responsibilities

  • The Associate Director Operations Iraq will:
  • Deputise for the Iraq Operations Director providing oversight cross-departmentally to ensure the successful delivery of the business’s commercial projects and service agreements as required inclusive of local client relationship management.
  • Work collaboratively with the High Risk Managed Services (HRMS) Bid Team to lead the production and collation of Iraq-based SME responses to commercial opportunities and proposal submissions.
  • Support SMEs across the Iraq business with the development and production of internal and client-facing documentation, including, Operational contingency and security plans, Project mobilisation/ de-mobilisation planning and delivery and Training design, delivery and audit.
  • Support ADQHSE with the Iraq business’s compliance and adherence to ISO 18788 (Security Operations Management Systems), ISO 9001 (Quality Management Systems) and PSC1.
  • Champion the programme management and Iraq business’s compliance with Control Risks’ Environmental, Sustainability and Governance (ESG), Equality, Diversity and Inclusion (DEI) and International Code of Conduct Association (ICOCA) and Human Rights policy areas.

Requirements

Knowledge and requirements

  • Previous leadership experience within a high-risk environment, ideally as a security project manager or client facing operational delivery role.
  • Previous experience of direct client relationship management and an understanding of Control Risks Iraq’s wider client portfolio.
  • Demonstrable understanding and experience of bid-management processes and full life cycle bid management.
  • A demonstrable understanding of, and experience with, organisational training design, delivery and audit (relevant certifications preferred):
  • Very high levels of written and verbal literacy, with a minimum of C2 English language fluency within the Common European Framework for Reference for Languages (CEFR).

Qualifications and specialist skills

  • Educated to Degree Level (Level 6) in a relevant discipline (Business Administration, Leadership and Management, Security Management, Resilience and Disaster Management, International Relations etc) or similar professional accreditation (ASIS CPP, CSMP etc).
  • A demonstrable understanding of, and experience with (relevant certifications preferred):

- ISO 9001:2015 Quality Management System (QMS)

ISO 18788 Security Operation Management System (SOMS)

ICOCA and International Human Rights legislation.

Full life cycle bid management (APMP)

  • Project Management (PMP, PRINCE2 Agile etc).
