Job Description

The Security Operations Manager (SOM) is responsible for the management of all static guards and the implementation of all security SOPs pertaining to static guard operations. The SOM will be responsible for the maintenance of a high level of discipline and standards within the static guard force. Ensures static guard force operations are conducted in accordance with Iraqi government, client and CR directives and procedures.

The SOM serves as the principal interface with the PSM for all operational matters on the project

Role tasks and responsibilities

Operational Management

  • Reports directly to the Project Security Manager (PSM), with a functional line for day-to-day operations to the client security team.
  • Oversees and coaches the Security Officers (SO) in the performance of their duties, especially relating to routine static guard operations, and coordination of their tasks.
  • Establish and manage routines, systems, and personnel to ensure the effective management of operations.
  • To direct and manage the client project static guard force, providing supervisory oversight of security personnel, whilst ensuring best possible service delivery.
  • Coordinate CCTV operators and surveillance tasks, within the Static Site Security Centre (SSSC).
  • Provide initial incident scene management in response to both security and emergency related incidents.
  • Works with PSM to implement security plans on behalf of the client.

Personnel Management

  • To promote professional development and provide performance management and reviews.
  • To ensure all Control Risks site security personnel understanding of, and adherence to CR SOPs.
  • Identify training needs, plan, and implement routine training programs, providing regular testing and evaluation of the static guard.
  • Ensures all training and personnel records are maintained for static guard personnel.
  • Ensures all security rotation planning, general leave, sick/compassionate leave, and administration arrangements are coordinated to best ensure contractual compliance.
  • To ensure static guard force awareness of and adherence to client amp; CR HSE policies.

Quality Assurance

  • Oversees Quality Assurance (QA) to ensure static security operations both comply with contractual requirements and continue to meet best practice.
  • Assist in conducting bi-annual Quality Assurance/ Quality Control (QAQC) processes.
  • Reviews and advises on amendments to operational SOPs.

Administration

  • Supervise and maintain equipment support standards across the project in accordance with Equipment Support Policy.
  • Mange and implement all organizational policies on behalf of the static guard operating at the JGC project site including, but not limited to:
    • Human resources.
    • SRC Compliance
    • Logistic support.
    • Equipment support.
    • Collation and submission of static guard project, communications, and logistics returns.

Requirements

Essential

  • Previous military or law enforcement experience.
  • A minimum of 10 years cumulative experience.
  • Possess tact, sound judgment and the ability to communicate well, both verbally and written, in the English language.
  • Native English speaker.

Preferred

  • Previous experience of security management or project management in a hostile environment (Iraq or Afghanistan).
  • Previous experience in managing a local guard force, within a hostile environment.
  • Training in leadership skills and performance management.
  • Extensive experience working with oil and gas clients.
  • Southern Iraq wide experience.
  • Security and Risk Management qualifications.
  • They must possess the necessary skill set and attitude to manage a mixed expatriate and local national guard force.
