Permanent. Full Time position

Location Tikrit, Iraq with the requirement to travel to other regions within the country

Salary 34,000 36,000 per year, dependent upon experience

Job Description

The Programme Officer reports directly to the Programme Manager and will play a major role in building databases and supporting the Programme’s systems and Information Management capacity. Additionally, the Programme Officer will support the programme’s donor management including supporting on producing proposals, reports, communications material, participating in coordination and engagement with external stakeholders, and donor engagement, alongside other activities. The position will be based in Tikrit but travel to other parts of the region will be expected from time to time.

Responsibilities include:

  • Developing and/or improving logistic, HR, planning, and fleet management tools
  • Provide IT support to the HALO Iraq Programme (including the Baghdad office, Tikrit office, and future locations), and support the Programme Administrator when necessary.
  • Develop and maintain ICT documentation, processes, and procedures
  • Assist end users in all aspects of IT support
  • Support the production reports for donors, including supporting the collection of case studies and quantitative data on outcomes, to present HALO’s progress in line with donor requirements.
  • Support on writing concept notes, proposals, and tenders to donors to attract additional funding.
  • Coordinate reporting requirements with relevant departments (finance, logistics, operational departments).
  • Coordinate with internal and external stakeholders, including responding to stakeholder information requests.
  • Assist with hosting visitors on the Programme.
  • Assist with the programme’s external and internal communications, including keeping the HALO Iraq Confluence page up to date.
  • In coordination with other Programme Officers attending external meetings, such as the DMA EORE Coordination meeting, on behalf of HALO where necessary.
  • Travel as required across the region to fulfill the above duties.
  • Work within the framework of HALO’s core values and standards.
  • Ensure familiarity with and adherence to all HALO policies and procedures.
  • Undertake the role in a manner appropriate to the cultural context and within the local legal framework.
  • Understand and uphold the standards outlined in HALO’s safeguarding policy, acting with due care and attention to safeguard the well-being of anyone that comes into contact with HALO’s work and reporting concerns if they arise.

Person Specification:

Essential

  • Fluent in written and spoken English.
  • Undergraduate degree bachelor's degree in information science or computer science with a thorough grasp of SQL database programming language.
  • Microsoft Office skills.
  • Strong understanding of quantitative and qualitative research methods.
  • Strong interpersonal and communication skills
  • A self-starter able to organise and manage their own time.
  • A practical and adaptable person who is capable of living and working for extended periods with the restrictions imposed by a fluctuating security environment.
